ICQ is a program which allows you to send instant messages, files, URLs to -- and chat with -- your friends and contacts.

ICQ was developed by Mirabilis and was sold, early this year, to AOL.  While under Mirabilis' control, the functions of this program were free.  AOL has, so far, made no indications that there will be a price attached to using the program.

ICQ is short for the phrase, "I Seek You."
